Collection as it is currently organised does not make it possible to reach recycling targets. Despite the fact that 90% of French people are aware of the usefulness of recycling only 1/3 of their waste is actually recycled. Collection is expensive and it is necessary to encourage the sorting of recyclable packaging and improve the rate of collection of waste in the cities. A Union in the East of France has reduced by 30% the individual production of household waste in 2 years !
The local authority in charge of waste management is the voice of the locals. In addtion to enpowering citizens and making their community an example, the incentive pricing is also an innovative way to put a value on the efforts made downstream.
In response of the Grenelle Environment Forum, the voluntary incentive pricing strategy is a priority for local authorities. Implementation of the incentive fee allows for an improvement in the sorting household waste from 30% to 50%, regardless of the municipality ****. In order to reconcile the incentive pricing with the voluntary drop-off points, it is necessary to control the piloting of the lid and thus to apply the “polluter-pays” principle.
